Trump Launches New Tariffs for 60 Countries, Indonesia Enters 10 Percent List

MediaPemalang.com – Washington, DC, is no longer about a simple trade war. This time, the White House drew a sharper, broader line and touched dozens of countries at once, including Indonesia.

The Office of the United States Trade Representative (USTR) announced plans to impose additional import tariffs on 60 countries. The reason: the failure of these countries to stem the entry of goods produced through forced labor into the American market.

Two Groups, Two Rates

The proposed scheme is not uniform. USTR divides 60 countries into two groups based on their response to the issue of forced labor.

The first group, consisting of 15 countries, is subject to an additional tariff of 10 percent. They are considered to already have a partial plan or scheme to overcome the problem. These include Canada, Ecuador, the European Union, Indonesia, Mexico, Pakistan, Argentina, Bangladesh, Cambodia, El Salvador, Guatemala, Malaysia, Taiwan and the United Kingdom.

The second group, another 45 countries, face heavier tariffs: 12.5 percent. They are being investigated under Article 301 regarding unfair trade practices. This list includes China, India, Nigeria, Japan, South Korea, Australia and New Zealand.

Voices from Washington

US Trade Representative Jamieson Greer did not hold back his words.

“The failure of our most important trading partners to address the influx of goods produced through forced labor is unacceptable. It creates a situation where American workers are forced to compete globally on an unequal playing field,” he said.

This statement is not just rhetoric. There is domestic political pressure behind it, where employment issues have always been a powerful electoral fuel.

Textile Sector Gets Special Treatment

There is one detail worth paying attention to. USTR also proposed a special mechanism for the textile sector. This mechanism will allow a number of clothing and textile products to enter the American market at lower tariffs.

However, import volume quotas and specific tariffs for this mechanism have not been disclosed. For Indonesia, which is one of the largest textile exporters in Southeast Asia, this uncertainty can be a double-edged sword.

Fragile Legal Context

This tariff plan did not appear out of thin air. Last February, the US Supreme Court overturned previous emergency tariff policies based on the International Emergency Economic Powers Act (IEEPA). These tariffs are now null and void.

The proposal submitted this time tries a different legal foundation: an investigation under Article 301 regarding unfair trade practices. This move provides a stronger basis procedurally, although not without controversy.

The European Commission has expressed objections. They consider that this new tariff proposal does not have a strong legal basis.

Indonesia at the Crossroads

For Indonesia, the position is increasingly complicated. Indonesia-US trade relations have just entered a new era, with American import tariffs on Indonesian products previously reduced to 19 percent. Now, an additional 10 percent on top of the existing tariff has the potential to increase export costs.

The Indonesian products most affected could go beyond textiles. From furniture to agricultural products, everything is potentially subject to additional burdens.

The Indonesian government has not yet provided an official response to this announcement. However, the time to negotiate does not seem to be much. If the proposal goes according to Washington’s plans, the changes could take effect in a matter of weeks, not months.

What is clear is that the global trade game is being reimagined. And Indonesia, like it or not, has to choose its position. ***
