THE MIND OF THE PEOPLE – Based on an article in The Guardian on Tuesday, April 21 2026, human rights and legal experts said Israeli soldiers and settlers were claimed to be using gender-based violence and sexual harassment to force Palestinians to leave their homes in the occupied West Bank.

These findings are contained in a report entitled Sexual Violence and Forcible Transfers in the West Bank published by the West Bank Protection Consortium, a group of international humanitarian organizations.

Various Documented Forms of Violence

The report documents various forms of violence claimed to be reported by Palestinian women, men and children. These include physical attacks, forced nakedness, invasive and painful examinations of body cavities, Israelis who are claimed to have exposed their genitals, including to minors, and threats of sexual violence.

Other forms claimed to be documented include urinating in front of Palestinians, taking and distributing degrading photos of bound and undressed individuals, and stalking of women using public toilets.

Over the past three years, 16 cases of conflict-related sexual violence were claimed to have been recorded by West Bank Protection Consortium researchers. However, this figure is said to be likely an under-reporting of reality due to the shame and stigma that survivors face. The identities of the victims in this report are being withheld for this reason.

The impact of this violence is claimed to go far beyond physical trauma. More than two-thirds of households surveyed cited increasing violence against women and children, including sexual abuse targeting girls, as a turning point in their decision to leave. “Participants described sexual harassment as a moment when fear turned from chronic to unbearable,” the report said as quoted in this article.

Impact on Citizens’ Lives and Decisions

The impact of this violence is also claimed to cause changes in daily life patterns. It is claimed that girls stop going to school and women stop working to avoid contact with Israelis who might attack or harass them. What is more worrying is that this violence is claimed to have triggered a spike in early marriages. At least six families interviewed in the report claimed to be arranging marriages for girls aged between 15 and 17 as an attempt by desperate parents to protect their daughters by moving them from the area.

Kifaya Khraim, manager of the advocacy unit of the Women’s Center for Legal Aid and Counseling or WCLAC in Ramallah, said that her party believes that the cases her team is aware of are only a small portion of the total cases. “This is probably only 1 percent of the cases, and we had to do a lot of research in local communities just to gain confidence so that people would tell us about these cases,” Khraim was quoted as saying in the report.

Milena Ansari of Physicians for Human Rights Israel said the rise in sexual violence in the West Bank comes amid a broader culture of impunity for attacks on Palestinians. He was referring to the recent decision to drop charges against soldiers in the well-documented rape case at the Sde Teiman detention center. “Israeli officials effectively gave the green light to the use of sexual violence when they decided not to prosecute the most prominent and highly documented cases,” Ansari was quoted as saying in the report.

The report is based on 83 interviews with Palestinian communities across the occupied West Bank. It is claimed that the Israeli military does not respond to questions about alleged sexual harassment by its soldiers.***
